Preamble:​

To fortify healthcare systems against pandemics, natural disasters, and bioterrorism, per Chapter 6, Article 16(3) (right to health).

Article 1: Resource Stockpiling​

Section 1A:​

Mandate 6-month reserves of critical medicines and PPE.

Section 1B:​

Penalty for stockpile mismanagement: Low offence (fines up to 100,000 Dimes).
